Proposal 2026-1 A proposal to convene a constitutional convention for the purpose of drafting a general revision of the state constitution
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?

Proposal 2026-2 A proposed initiated law to prohibit campaign contributions from certain regulated utilities and government contractors and apply campaign finance laws and regulations to additional types of political communications
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?

Senior Citizen Services Millage Renewal Proposal
Shall the expired previous voted increase in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution in the County of Shiawassee of 0.5000 mills ($0.50 per $1,000 of taxable value), reduced to 0.4942 mills ($0.4942 per $1,000 of taxable value) by the required millage rollbacks, be renewed at up to 0.4942 mills ($0.4942 per $1,000 of taxable value) and levied for five years, 2026 through 2030 inclusive, for the purpose of funding senior citizen services within Shiawassee County? If approved and levied in full, this millage will raise an estimated $1,370,677 in the first calendar year of the levy based on taxable value. A portion of the millage may also be disbursed to the Downtown Development Authorities of the Cities of Corunna, Durand, Laingsburg, and Owosso, the Downtown Development Authorities of the Villages of Bancroft, Byron, Lennon, Morrice, New Lothrop and Vernon, the Downtown Development Authority of the Township of Perry, the Brownfield Authorities of Shiawassee County, Owosso Township, the City of Owosso, and the City of Durand as well as such other or fewer local units of government as required by law.

Durand Area Schools Bond Proposal
Shall Durand Area Schools, Shiawassee and Genesee Counties, Michigan, borrow the sum of not to exceed Thirty Million Two Hundred Ninety Thousand Dollars ($30,290,000) and issue its general obligation unlimited tax bonds therefor, for the purpose of: erecting and remodeling school buildings and facilities; equipping, re-equipping, furnishing and refurnishing school buildings and facilities; purchasing school buses; and preparing, developing, improving and equipping athletic fields, play fields, playgrounds, structures, facilities and sites? The following is for informational purposes only: The estimated millage that will be levied for the proposed bonds in 2027, under current law, is 0.14 mill ($0.14 on each $1,000 of taxable valuation) for a 0 mill net increase over the prior year’s levy. The maximum number of years the bonds may be outstanding, exclusive of any refunding, is thirty (30) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 3.72 mills ($3.72 on each $1,000 of taxable valuation). The school district expects to borrow from the State School Bond Qualification and Loan Program to pay debt service on these bonds. The estimated total principal amount of that borrowing is $9,781,210 and the estimated total interest to be paid thereon is $21,618,901. The estimated duration of the millage levy associated with that borrowing is 30 years and the estimated computed millage rate for such levy is 7.94 mills. The estimated computed millage rate may change based on changes in certain circumstances. The total amount of qualified bonds currently outstanding is $32,500,000. The total amount of qualified loans currently outstanding is approximately $4,215,341. (Pursuant to State law, expenditure of bond proceeds must be audited and the proceeds cannot be used for repair or maintenance costs, teacher, administrator or employee salaries, or other operating expenses.)
