Proposal 2026-1 A proposal to convene a constitutional convention for the purpose of drafting a general revision of the state constitution
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?

Proposal 2026-2 A proposed initiated law to prohibit campaign contributions from certain regulated utilities and government contractors and apply campaign finance laws and regulations to additional types of political communications
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?

Senior Citizen Services Millage Renewal Proposal
Shall the expired previous voted increase in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution in the County of Shiawassee of 0.5000 mills ($0.50 per $1,000 of taxable value), reduced to 0.4942 mills ($0.4942 per $1,000 of taxable value) by the required millage rollbacks, be renewed at up to 0.4942 mills ($0.4942 per $1,000 of taxable value) and levied for five years, 2026 through 2030 inclusive, for the purpose of funding senior citizen services within Shiawassee County? If approved and levied in full, this millage will raise an estimated $1,370,677 in the first calendar year of the levy based on taxable value. A portion of the millage may also be disbursed to the Downtown Development Authorities of the Cities of Corunna, Durand, Laingsburg, and Owosso, the Downtown Development Authorities of the Villages of Bancroft, Byron, Lennon, Morrice, New Lothrop and Vernon, the Downtown Development Authority of the Township of Perry, the Brownfield Authorities of Shiawassee County, Owosso Township, the City of Owosso, and the City of Durand as well as such other or fewer local units of government as required by law.

Proposition to Authorize the Levying of .5 Mills to Provide Funding to Maintain, Improve, Upgrade Parks within the City of Owosso
Shall the City of Owosso renew a millage of .5 mill ($.50 per $1,000.00) on taxable value of property located in the City of Owosso, in accordance with Section 9.1 of the Owosso City Charter? The millage shall be levied for two years beginning with the 2027 tax levy year and running through the 2029 tax year (inclusive). If approved, the millage will raise, in the first year of such levy, an estimated revenue of $170,000 to provide funding to the City of Owosso Parks and Recreation Commission. Revenue will be used to maintain, improve, and upgrade parks within the City of Owosso. If approved and levied in full, a portion of such millage may be subject to capture by the Owosso Downtown Development Authority and Owosso Brownfield Redevelopment Authority.
