Proposal 2026-2 A proposed initiated law to prohibit campaign contributions from certain regulated utilities and government contractors and apply campaign finance laws and regulations to additional types of political communications
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?

Proposal for Millage Increase for Fire Department Equipment/Operations
Shall the limitation of the total amount of taxes which may be assessed against all real and personal taxable property in the City of Yale, County of St. Clair, State of Michigan, continue to be 2 mills (2 mills which is $2.00 per $1,000.00 of State Taxable Value) of the taxable value of all taxable property in the City, as finally equalized, for each year for 5 years, commencing with 2028 and continuing through 2032, inclusive, for the purpose of providing fire protection services within the City of Yale, including contracted fire suppression, rescue, emergency response, and medical first response services, and related equipment, operations, administration and expenses? The proposed millage is a renewal of the presently authorized millage that expires with the 2027 levy. The city estimates that the millage would generate approximately $96,599 in revenue during the first calendar year it is levied. Revenue from the millage will be collected by the City of Yale and may be disbursed to Brockway Township pursuant to an agreement for fire protection and related emergency response services

Yale Public Schools Bond Proposal
Shall Yale Public Schools, St. Clair and Sanilac Counties, Michigan, borrow the sum of not to exceed Twenty Million Dollars ($20,000,000) and issue its general obligation unlimited tax bonds therefor, for the purpose of: remodeling, furnishing and refurnishing, and equipping and re-equipping school buildings; and equipping, developing and improving playgrounds, driveways, parking areas, and sites? The following is for informational purposes only: The estimated millage that will be levied for the proposed bonds in 2027, under current law, is 1.4 mills ($1.40 on each $1,000 of taxable valuation). The maximum number of years the bonds may be outstanding, exclusive of any refunding, is fourteen (14) years. The estimated simple average annual millage anticipated to be required to retire this bond debt is 2.48 mills ($2.48 on each $1,000 of taxable valuation). The school district does not expect to borrow from the State to pay debt service on the bonds. The total amount of qualified bonds currently outstanding is $11,900,000. The total amount of qualified loans currently outstanding is $0.00. The estimated computed millage rate may change based on changes in certain circumstances. (Pursuant to State law, expenditure of bond proceeds must be audited and the proceeds cannot be used for repair or maintenance costs, teacher, administrator or employee salaries, or other operating expenses.)
