PROPOSAL SECTION
State
Proposal 2026-1 A proposal to convene a constitutional convention for the purpose of drafting a general revision of the state constitution
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the State Constitution for presentation to the state’s voters for their approval or rejection?
State
Proposal 2026-2 A proposed initiated law to prohibit campaign contributions from certain regulated utilities and government contractors and apply campaign finance laws and regulations to additional types of political communications
The proposal would: • Prohibit regulated electric and gas utilities, contractors with over $250,000 annually in government contracts, and people and organizations with substantial connections to these utilities/contractors from making direct or indirect campaign contributions to those who run for or hold offices that impact them. • Expand laws regulating spending on political communications, including those requiring disclosing donor information, to apply to communications clearly identifying candidates or ballot questions, even if they do not expressly advocate voting for/against them. • Expressly apply the law requiring disclosure of who paid for political communications to internet political communications. Should this proposal be adopted?

TUSCOLA COUNTY COUNTY VETERANS SERVICES MILLAGE RENEWAL
Shall the previously approved millage authorization in support of Tuscola County Veterans Services, reduced by the required millage rollbacks and which will expire in December, 2026, be renewed and the County of Tuscola, Michigan, be authorized to levy a millage of 0.1697 mill ($0.1697 per $1,000 of State Taxable Value) annually, for a period of six (6) years, 2027-2032 inclusive, on all taxable property within in Tuscola County to provide dedicated services and programs to veterans of the United States military and their qualified dependents within the county (“Veterans Services”)? The estimated revenue the County will collect in the first year of levy (2027) if the millage is approved is approximately $406,500. (This is a reauthorization and six-year extension of a millage levied in 2026, that will expire with the 2026 tax levy, rather than an increase.) To the extent required by law, a portion of the revenues collected from this millage (estimated to be approximately 0.6% in the first year), will be captured by or disbursed to the Caro Downtown Development Authority (“DDA”), Cass City DDA, Millington DDA and Vassar DDA.

Saginaw Intermediate School District Area Career and Technical Education Millage Proposal
This proposal will allow the intermediate school district to continue to levy millage previously approved by the electors for area career and technical education programs and restores millage lost as a result of the reduction required by the Michigan Constitution of 1963. Shall the currently authorized millage rate limitation of .9962 mill ($0.9962 on each $1,000 of taxable valuation) on the amount of taxes which may be assessed against all property in Saginaw Intermediate School District, Michigan, to provide funds for area career and technical education programs, be renewed for a period of 10 years, 2028 to 2037, inclusive; and also be increased by .0038 mill ($0.0038 on each $1,000 of taxable valuation) for a period of 10 years, 2028 to 2037, inclusive, the estimate of the revenue the intermediate school district will collect if the millage is approved and levied in 2028 is approximately $7,082,354 from local property taxes authorized herein (this is a renewal of millage that will expire with the 2027 tax levy and a restoration of millage lost as a result of the reduction required by the Michigan Constitution of 1963)?
